She completed her schooling from Sarvodaya Kanya Vidyalaya, Bhopal and graduated with a Bachelor of Arts degree from Government College for Women, Bhopal. Kovind began her career as an advocate in the Supreme Court of India and the Delhi High Court in 1978. She practised law for about 16 years till 1993. During this time, she also served as Central Government Standing Counsel in the Delhi High Court from 1980 to 1982 and 1986 to 1993. In July 1991, she was appointed as an Additional Advocate General of Uttar Pradesh and remained in that post till March 1992. In October 1994, she became a Rajya Sabha Member from Uttar Pradesh and served two consecutive terms till March 2006. From April 2006 to March 2007, she was the Minister of State for Commerce & Industry with additional independent charge for Textiles; and from 2009 to 2011, she was the National General Secretary of the BJP Mahila Morcha.

Born in Kanpur, Kovind completed her MBBS from GSV Medical College, Kanpur. She later pursued her M.D. in Obstetrics & Gynaecology from the same college. After completing her studies, she started working at a government hospital in Delhi.
In 1996, Kovind joined the Bharatiya Janata Party and became active in politics. In 1999, she was elected as a member of the Rajya Sabha from Uttar Pradesh. She served two terms as a Rajya Sabha MP until 2009.
In July 2016, she was appointed as the Governor of Bihar by the President of India. She assumed office on 8 August 2016. On 26th July 2017, she was sworn in as the 24th Governor of Uttar Pradesh.
